TLF-Renderer: Bulk-Refresh not selectable despite updated underlying data

The “Bulk Refresh” button is not selectable even though I have tables that should be able to be refreshed. The icon shows this and the “Select Refresh Items” button is also selectable. Both 9 and 10 were tried with the inspect, clear cache and hard refresh ability and still had these errors.

03/25: Not a bug. This is consistent with built functionality. the "Select Refresh Items" allows the selection of partial list of items to be refresh, or All items that needs to be refreshed, by selecting checkboxes for the displays to be refreshed.

This action needs to be followed by selecting "Bulk refresh"
