Reporter's Issue Description - We would like to update the Out-of-Sync Flag Requirements to exclude 3 standard macros from activating the Out-of-Sync Flag. These include the two utility macros ‘find_sigma_init.sas’ and ‘sigma_init.sas’ located in the Modules folder in PROD state of Standards Library. And lastly the 'init.sas' in Oncology_stdutil/modules.
