Reporter's Issue Description - As shown in the attached screenshot, I onboarded a user to SIGMA. When I did not promptly (after hours) receive my notification, I onboarded the user a second time. I got two separate notifications, indicating that the user was onboarded successfully, 'twice'. Either receiving this message twice is a bug, and/or the system does not prevent a user from onboarding a user who is already onboarded to SIGMA.

Fix:
If the same user is onboarded twice, for the first time it will give a successful notification but afterwards for the successive onbiarding, it will give a failed notification and process will not take place.
